The Department of Agriculture missed its own target of completing 99% of biosecurity risk assessments before goods arrive in Australia, only managing 96%. With a $1.8 billion budget, that 3% shortfall across biosecurity operations represents roughly $54 million spent on a system that's letting potentially risky goods slip through the border unchecked.

Agriculture paid PwC Australia $31.2 million via limited tender for digital transformation advisory services. The department responsible for Australian biosecurity, agricultural exports, and water resources — paid $31 million to one of the same Big 4 firms that also advises the departments that regulate it. No open tender. No alternatives considered.
