The Sydney Metro Northwest (formerly Northwest Rail Link) had its original 2012 budget estimate of $8.3 billion revised upward multiple times. By project completion in 2019, the total cost reached $11.8 billion — a 42% overrun representing $3.5 billion of additional taxpayer money. The NSW Audit Office 2019 performance audit 'Sydney Metro Northwest: Delivery' found that: Transport for NSW did not adequately manage contractor interface risks; there were significant scope additions not captured in original budgets; the Department of Premier and Cabinet failed to provide effective oversight of the business case; and risk provisions were systematically underestimated at each budget milestone. The rail line opened in May 2019 but 63 stations were built with inadequate passenger facilities, requiring $180M in remediation. No contractor penalties were applied for the delays and cost exceedances.
